Requirements:
- Education: College degree or above in International Trade, Logistics Management, Russian Language, Law, or related fields.
- Experience: 2-3+ years of practical customs clearance experience within Uzbekistan. Familiar with cross-border logistics routes like the China-Europe Railway Express and China-Kyrgyzstan-Uzbekistan highway. Experience in Chinese-funded manufacturing companies or leading freight forwarders is highly preferred.
- Language Skills: Fluency in Russian or Uzbek is mandatory (must be capable of interpreting official legal documents and negotiating with customs officers). Proficiency in Chinese (mandarin) is highly preferred for internal reporting.
- Technical Skills: Proficient in Uzbekistan’s electronic customs clearance systems and documentation standards; exceptional troubleshooting skills under high pressure.
- Personal Attributes: Excellent interpersonal and networking skills, detail-oriented, high professional integrity, and possession of established connections within local customs or logistics networks.
Responsibilities:
- End-to-End Customs Clearance: Oversee the customs declaration, inspection, and clearance processes for the company's imported items (machinery, textile raw materials, etc.) and exported products (cotton yarn, fabrics, etc.).
- Documentation Review: Prepare and verify all international logistics and shipping documents (including B/L, Commercial Invoices, Packing Lists, Certificates of Origin, and Phytosanitary/Inspection Certificates) to ensure full compliance and accuracy.
- Liaison & Relationship Management: Act as the primary point of contact with Uzbekistan Customs, state inspection authorities, and freight forwarders to ensure smooth, efficient clearance and swiftly resolve any customs detentions or disputes.
- HS Code Classification & Cost Control: Accurately classify products under the HS Code system; calculate customs duties, VAT, and other fees; leverage local free trade or investment policies to legally minimize customs costs.
- Regulatory Compliance: Stay abreast of the latest updates in Uzbekistan’s customs codes, import/export regulations, and tariff structures, providing strategic advice to management.
